Panel calls for tighter Japan immigration control, help with language learning

The Immigration Services Agency will incorporate the recommendations into its five-year basic plan. The panel, established in 1990, has met 10 times since last December and is chaired by Kikumi Noguchi of Hitotsubashi University.
