Without this influx, demographic shifts could reduce the workforce by 10%, from 46.4 million to 41.9 million. Migration from EU countries has declined significantly, making workers from non-EU countries increasingly critical.
In 2023, approximately 70,000 workers arrived from non-EU nations, but 20,000 left Germany. While Germany has liberalized its immigration laws, such as through the reformed Skilled Immigration Act, its implementation faces challenges. Barriers like bureaucracy and staffing shortages in foreign registration offices hinder the effectiveness of immigration efforts, as noted by migration expert Susanne Schultz.
