Summary
On May 29, 2025, Argentina’s government under President Javier Milei issued Decree 366/2025, enacting a controversial immigration reform. The decree significantly restricts access to permanent residence and citizenship for foreign nationals and imposes new limitations on healthcare and education access.

A new immigration status called “precarious residence” was introduced, allowing foreigners to live, work, and study in Argentina for renewable 90-day periods, but without a path to permanent residency. The criteria for denying entry and deporting individuals were also tightened.

Regarding healthcare, public hospital services will now be limited to emergencies for foreigners without permanent residency or private insurance. Incoming foreigners must declare that they have health insurance.

In education, Argentina’s previously free university system will now charge tuition to foreign undergraduate students unless they are citizens or hold permanent residency. These measures mark a major rollback in migrant rights, affecting many of the approximately 2 million migrants in the country, mostly from Paraguay, Bolivia, and Peru.
