Summary
Japan has introduced new visa rules to help foreign graduates of vocational schools find work and stay in the country, aiming to address its labor shortage. These changes, announced by Japan's Immigration Services Agency in February, allow vocational school graduates to apply for residency status similar to university graduates, provided they demonstrate proficiency in Japanese. The new rules also give graduates more flexibility in job selection, allowing them to work in industries not directly related to their studies.

Vocational schools, which have seen declining enrollment, will benefit from these changes as they make Japan a more attractive destination for foreign students. Many foreign students, particularly those studying in IT, international business, education, and welfare, have struggled to find jobs due to the stricter immigration conditions. With the new rules, these students will now have a clearer path to employment in sectors facing labor shortages, such as construction, elderly care, and hospitality.

In particular, the care sector has seen increasing foreign student enrollment, with 1,800 foreign students in care-related courses in 2023. The new visa system aims to retain skilled foreign workers in Japan, supporting both the economy and vocational institutions. Previously, foreign vocational graduates faced strict job-related restrictions, often leaving Japan if they couldn't secure relevant employment. Now, they can apply for residency under the "technology, humanities, and international affairs" categories, allowing greater flexibility in their employment opportunities.
