Japan begins process to replace controversial foreign trainee program

Japan has officially started the process of replacing the controversial Technical Intern Training Program with a new system in 2027 to improve working conditions for foreign nationals. A panel of 14 experts from various fields was appointed to advise on the government's draft proposals and create sector-specific guidelines. The panel is expected to meet in January, with the aim of finalizing the policy outline by February.

The new system, called the "training employment system," will be implemented in 2027 and aims to raise the skill levels of foreign workers over three years while offering more job flexibility. Trainees under this system will eventually be able to qualify for a Type 1 specified skilled worker visa, allowing them to work in Japan for up to five additional years.

The Technical Intern Training Program, established in 1993, has faced criticism for poor working conditions and human rights abuses, with many employers using it to secure cheap labor. In 2023, nearly 10,000 foreign trainees went missing from their workplaces.

Chief Cabinet Secretary Yoshimasa Hayashi emphasized the need to create an attractive framework to address labor shortages and human rights issues, making Japan a more appealing destination for foreign talent.
