Summary
Japan’s government plans to introduce a new system to replace the Technical Intern Training Program, allowing foreign workers to switch jobs after one to two years, depending on the industry. Initially, the transfer period was set at “at least one year,” but concerns from ruling party lawmakers led to a longer minimum range. The revised draft, presented by the Immigration Services Agency, allows each industry to set a transfer period between one and two years, subject to a new council’s review.

Transfers would be permitted if workers meet basic requirements, including passing a skills test and proving Japanese language proficiency. Industries choosing a two-year minimum would be required to raise wages and improve working conditions after one year. The final report is expected soon, with legislation planned for next year’s Diet session.
