Japan had approximately 3.4 million foreign residents in 2023, accounting for less than three percent of the population. Foreign residency has grown by around 1.3 million over the last decade. Historically, aside from long-established Korean residents, significant immigration began in the 1980s to meet labor demands. In 1990, an immigration law revision permitted people of Japanese descent (nikkeijin), mainly from Brazil and South America, to work in Japan without restrictions. Chinese immigration increased in the 1990s and early 2000s, with Vietnamese becoming the fastest-growing group in the 2010s. Due to an aging population and low unemployment, Japan faces labor shortages, prompting policy responses. A 2019 immigration reform allowed entry for lower- and semi-skilled foreign workers in 14 industries with labor gaps. Most are not permitted to bring family members and are expected to return to their home countries after their employment terms.
