Japan: a new preclearance system for foreign travelers in 2025

Japan is set to introduce a preclearance system for foreign travelers in 2025 to streamline immigration procedures upon arrival. Following the countrys reopening to international tourism, the number of foreign visitors has surged, reaching over 3 million for three consecutive months as of May 2024.

The preclearance system will allow travelers to complete most immigration formalities, such as fingerprinting and facial recognition, at their departure airport, significantly reducing waiting times upon arrival in Japan. Initially, this system will be piloted for travelers from Taiwan starting in January 2025, with plans to expand to other countries based on the pilots success. New electronic kiosks for customs and immigration will also be introduced at major airports.

Additionally, Japan is preparing to launch an electronic travel authorization (ETA) system by 2025, similar to the U.S. ESTA. Citizens from 71 visa-exempt countries will be required to obtain an ETA prior to traveling to Japan. This initiative aims to facilitate a smoother entry process for international tourists.
