Summary
The reform program aimed to address challenges faced by individuals appealing Home Office decisions regarding immigration status, permission to stay, deportation, and entry clearance. Previously, paper forms were complex, especially for non-English speakers, and language barriers made it difficult for applicants to understand or present their cases effectively. The aim of the program was to create a trusted service that improved fairness, transparency, and accessibility.

The new digital service simplifies applications, speeds up processing times, and makes the process more accessible through plain language and real-time case tracking. It integrates seamlessly with Home Office systems for better case management and reduces administrative burdens. Users can track their appeals online, reducing the need for hearings and improving evidence management.

The digital transformation began in January 2019 with a pilot phase at two hearing centers, followed by full implementation in February 2020. The service has been designed to be user-friendly, working with charities and legal representatives to address the needs of vulnerable users. It includes features such as automated notifications, streamlined document management, and integrated fee processing.

While there were challenges, such as initial limitations and users needing additional support, the reform has freed up judicial resources for more complex cases. Support is still available for those who struggle with digital processes, ensuring access to justice for all.

Future plans include expanding the digital service to include appeals from those in prison or immigration removal centers, improving paper application processes, and moving all cases onto the digital platform. The transformation has received positive feedback, with users reporting a simpler, faster, and more transparent appeal process.
