The Trump administration has mobilized the entire federal government to carry out mass deportation, using a now-standardized “urban enforcement playbook” deployed by Border Patrol and ICE in cities across the U.S. This strategy involves agents patrolling areas where they believe immigrants live or work and detaining people simply because they “look undocumented.” The Supreme Court has approved this practice, known as a “Kavanaugh stop,” allowing race and appearance to justify questioning and arrests.

These operations often involve extreme tactics: helicopter rappelling, apartment raids, tear gas in residential neighborhoods, and aggressive actions against both immigrants and protesters. Numerous lawful immigrants and U.S. citizens have been detained solely based on appearance.

The goal is visibility and fear. By creating widespread anxiety, the government hopes immigrants will avoid daily activities or even leave the country on their own. In some places, such as Charlotte, schools have seen significant drops in attendance as families stay home in fear.
