The Trump administration has mobilized the entire federal government to carry out mass deportation, using a now-standardized “urban enforcement playbook” deployed by Border Patrol and ICE in cities across the U.S. This strategy involves agents patrolling areas where they believe immigrants live or work and detaining people simply because they “look undocumented.” The Supreme Court has approved this practice, known as a “Kavanaugh stop,” allowing race and appearance to justify questioning and arrests.

These operations often involve extreme tactics: helicopter rappelling, apartment raids, tear gas in residential neighborhoods, and aggressive actions against both immigrants and protesters. Numerous lawful immigrants and U.S. citizens have been detained solely based on appearance.

A key architect of these tactics is Dan Bovino, whose units have conducted high-profile raids targeting people who “looked like farm workers.” Trump has elevated officials favoring such profiling while pushing aside ICE leaders who preferred more targeted enforcement.

The goal is visibility and fear. By creating widespread anxiety, the government hopes immigrants will avoid daily activities or even leave the country on their own. In some places, such as Charlotte, schools have seen significant drops in attendance as families stay home in fear.

Meanwhile, mass deportation efforts also occur nationwide at courthouses, immigration offices, workplaces, homes, churches, and schools. The aggressive arrests and tear-gas-laden raids represent just one part of the daily pressure immigrant communities face under this strategy.
