Prime Minister Donald Tusk stated that the measures were necessary to counter a "hybrid war" being waged by Belarus, which has been accused of funneling migrants to the Polish border to destabilize the region. While Poland will continue to accept asylum applications, they will be limited to official border crossings and prioritized for vulnerable individuals such as pregnant women, children, victims of violence in Belarus, and opposition activists.

The new legislation also targets the previous government's "immigration industry," addressing the abuse of student visas that allowed illegal migration into Poland. Tusk emphasized that while Poland remains open to international students, the new requirements will prevent exploitation by illegal migration organizers. The proposed bills must be approved by the lower house of parliament. Tusk is also discussing tougher immigration laws with other EU leaders in Brussels.
