This included a surge in arrests by Immigration and Customs Enforcement (ICE), with 593 arrests on Friday and 538 on Thursday. For instance, in 2014, New York City under Mayor Bill de Blasio stopped ICE from accessing jails. ICE, formed after the 9/11 attacks under the Homeland Security Act, has more than 20,000 personnel and a budget of $8 billion. While deportation flights and arrests by ICE are not new, the scale of enforcement during Trump's presidency drew significant attention and concern.
