Economy, immigration and the NHS remain the top issues for Britain, as concern about defence reaches highest level since the early months of the Russian invasion of Ukraine

The February 2025 Ipsos Issues Index reveals that the key concerns for the British public remain the economy, immigration, and the NHS. The economy is seen as the most significant issue, with 36% of Britons mentioning it, maintaining a similar level of concern as in January. Immigration follows as the second biggest issue, mentioned by 32% of the population, with higher concern among Reform UK supporters, people aged 55 , and those in social grades C2DE. The NHS is also a major worry, with 31% of Britons highlighting it, showing a slight decrease from the previous month.
Inflation is mentioned by 20% of Britons, rising by 3 percentage points from the previous month, and remains a key concern for younger age groups (28% among 18-34-year-olds) and ethnic minorities (31%). Concern about defence and foreign affairs has surged by 8 percentage points since January, making it the sixth most important issue in February, driven partly by US President Donald Trump's attempts to end the war in Ukraine.
Mike Clemence, Ipsos' Research Director, noted that while issues like the economy, immigration, and the NHS continue to dominate public concern, inflation, housing, and foreign affairs are gaining increased attention. The survey was conducted between February 12-18, 2025, with 1,005 adults across Great Britain.
