The system targeted workers for agriculture, animal husbandry, and tourism sectors. The individuals involved in the fraud included business owners and managers of tax assistance offices. The applicants came from Bangladesh, Morocco, Pakistan, Sri Lanka, India, Senegal, Egypt, and Albania.
