Using the Algarve region as an example, he argued that immigration must be balanced—not completely open, which can destabilize local communities and tourism, nor completely closed, which would deprive the economy of much-needed labor.
Montenegro criticized both the PS and the far-right Chega party for voting against right-wing coalition immigration proposals, despite having opposing views. He urged voters to support the AD-PSD/CDS coalition in the upcoming May 18 parliamentary elections, stating that previous victories by PS and Chega in the Algarve brought little tangible benefit to the region.
