Japanese proficiency eyed as permanent residency requirement

The ruling Liberal Democratic Party (LDP) is considering introducing new requirements for foreign nationals seeking permanent residency in Japan, including mandatory Japanese language proficiency and participation in an integration program to support adaptation to local communities. These measures will be included in a policy proposal to be submitted to the government next month.

As of June last year, Japan had about 3.96 million foreign residents, with roughly 23.6% holding permanent resident status—a number that has been steadily increasing. Current permanent residency requirements focus on good conduct, financial independence, and contributions to Japan’s national interest.

The LDP’s proposal is driven by reported difficulties in local communities and administrative processes linked to insufficient Japanese language ability among some foreign residents. In addition, under the revised Immigration Control and Refugee Recognition Act scheduled to take effect in April 2027, permanent residency can be revoked for intentional nonpayment of taxes or public fees. The LDP is considering recommending that the government broaden the range of actions or conditions that could lead to revocation, arguing that the current provisions are too limited.
