Japan tightens rules on int'l student enrollment to tackle malpractice

Japan has tightened regulations on foreign student enrollments at educational institutions to prevent improper recruitment and illegal employment. This move follows an incident where the Tokyo University of Social Welfare lost contact with over 1,600 foreign students between 2016 and 2019. Under the revised rules, universities and vocational schools must now properly manage foreign student enrollments or risk losing the right to accept them.

Additionally, the Justice Ministry updated immigration ordinances, mandating stricter management of student records and criticizing institutions for accepting students primarily interested in working rather than studying. As part of this measure, student visas will no longer be issued to foreign "research" or "auditing" students who are studying Japanese language as a preliminary step.
