Under Immigration Minister Lena Metlege Diab, Canada’s immigration policy has shifted in three main directions: more targeted permanent residence selection, streamlined temporary residence administration, and stricter asylum measures.

Economic immigration has become more regionalized, with a major increase in Provincial Nominee Program (PNP) allocations while federal permanent residence targets were reduced. Canada has also introduced highly specialized Express Entry categories for occupations such as physicians, senior managers, researchers, transport workers, and military recruits. At the same time, the government has focused on supporting rural labour shortages by transitioning temporary foreign workers in smaller communities to permanent residence.

Temporary residence administration has been simplified through faster study permit processing for doctoral students, removal of some co-op work permit requirements, and longer validity periods for work authorization extension letters. Canada also extended temporary work permit renewal measures for Iranian and Ukrainian nationals.

Meanwhile, asylum policies became stricter under Bill C-12. The reforms limit late asylum claims, allow claims to be discontinued if applicants voluntarily return to their home countries, and grant the government broader powers to pause or terminate immigration application processing. These changes were partly driven by concerns over large-scale fraud in study permit applications.

Looking ahead, Canada is considering further reforms, including merging existing Express Entry programs into a single streamlined system, prioritizing high-wage occupations, and expanding work authorization flexibility for international students and graduates.
