Immigration to the Netherlands declined for the third consecutive year in 2025, mainly due to fewer asylum seekers and a continued decrease in highly skilled migrants from outside the EU.

A total of 309,000 people immigrated to the Netherlands in 2025, about 8,000 fewer than in the previous year. The number of asylum seekers fell to 35,000, accounting for 11% of all immigrants.

The number of highly skilled migrants from outside the EU declined from 26,000 in 2022 to 14,000 in 2025, with the largest decrease among migrants from India.

About half of all immigrants came from outside the EU and the European Economic Area (EEA), while 37% arrived from EU/EEA countries and 14% were Dutch citizens returning from abroad.

The decline follows a peak in immigration in 2022 after Russia's invasion of Ukraine. Prior to that, immigration had increased almost every year between 2006 and 2022.
