Japan’s Immigration Services Agency (ISA) began proactively sharing information on foreign nationals undergoing deportation proceedings with their municipalities of residence in July. The initiative, part of the Takaichi administration’s measures against illegal residence, provides local governments with names, addresses, nationalities and dates of birth each month, regardless of individual consent. A comprehensive list will also be provided annually in June.

Foreign nationals subject to deportation are not necessarily removed immediately. While proceedings, departure arrangements or asylum applications are pending, some may live outside immigration detention under provisional release or the sponsorship system. Previously, municipalities often could not identify where such individuals lived because information was generally shared only with their consent. This created difficulties not only in monitoring individuals but also in providing services such as compulsory education and vaccinations.

According to ISA, 7,722 foreign nationals received deportation orders in 2025. At the end of that year, 2,429 people were on provisional release and 1,546 were under the sponsorship system. The new information-sharing framework is intended to strengthen coordination between immigration authorities and municipalities, improve oversight of people living outside detention, and help local governments provide necessary public services.
