Summary
Amid escalating U.S.-China tech competition, Chinese AI experts, who make up nearly half of the world's AI talent, are facing increasing challenges due to stringent U.S. security and immigration policies. These measures, introduced through initiatives like the China Initiative (2018) and Proclamation 10043 (2020), have led to longer visa processing times, heightened scrutiny, and even deportations for Chinese nationals, particularly in STEM fields. This is discouraging Chinese professionals from moving to the U.S. and could result in a loss of top talent, particularly in AI.
In Canada, Chinese tech workers also face stricter security checks, leading to delays of up to two and a half years for visa processing. As a result, many are opting to remain in China, where the domestic AI ecosystem is growing, and where 47% of top AI researchers are now based. Experts warn that if these trends continue, the U.S. may lose its top source of talent in fields like AI.
