THAILAND BALANCES INTERNATIONAL EDUCATION GROWTH WITH IMMIGRATION CONTROL

In response to the misuse of student visas by some foreigners to stay in Thailand long-term and work illegally, the Thai government has introduced stricter regulations for short-term (non-degree) education programs. The new regulation, effective May 14, 2025, aims to close this loophole and ensure that educational institutions maintain high standards and transparency.

Under the new rules, institutions offering short-term courses must demonstrate professional readiness, submit detailed course information to the Ministry of Higher Education, Science, Research and Innovation (MHESI), and apply for temporary residence permits for students. Programs are limited to 180 days, must be mostly conducted on-site, and require verified academic records.

Institutions must also monitor attendance, submit monthly reports, and report student data to the MHESI within 30 days of immigration approval. Non-compliant programs may be shut down. Minister Supamas Isarabhakdi emphasized that these measures will enhance the integrity and international appeal of Thailand’s education system while preventing misuse of the student visa system.
