Summary
International student enrollment at the University of Minnesota Twin Cities slightly declined by 1.3% in fall 2025, totaling 5,339 students — still one of the highest levels since the pandemic and far better than the nationwide forecasts of a 30–40% drop.

However, the Trump administration’s immigration restrictions have caused challenges, including delays in student visa processing, longer wait times at consulates, and new social media screening requirements. Nationally, many graduate programs report fewer international students, with many citing visa difficulties and political instability as reasons for not enrolling.

Although over one million student visa holders were recorded in the U.S., the figure includes students staying through OPT, making it unclear how many are new entrants. Students remain hopeful about continuing their studies, but recent policies—such as limiting F-1 visa duration—could pose future risks to staying in the U.S.
