A global survey by UNHCR and Ipsos found that only 20% of people in Japan believe refugees can successfully integrate into Japanese society, the lowest level among 29 countries surveyed. However, 64% agreed that people fleeing war and persecution should be able to seek refuge in other countries, including Japan, indicating support for refugee protection but skepticism about integration.

Only 21% of Japanese respondents believed refugees make a positive contribution to the country, the second-lowest result among the surveyed nations. Meanwhile, 57% thought that most asylum seekers are motivated by economic reasons rather than genuine persecution, although this was slightly below the global average of 61%. In addition, 45% supported closing Japan’s borders to refugees, compared with a global average of 49%.

According to Japan’s Immigration Services Agency, 187 people were granted refugee status in 2025, three fewer than the previous year, while about 11,000 people applied for refugee status, an 8.7% decrease from 2024.
