Summary
The Japanese government plans to add four new fields to the “specified skilled worker” program to address labor shortages: road transportation, railway, forestry, and timber. The proposal was presented to the Liberal Democratic Party’s Special Committee on Foreign Workers, with plans for Cabinet approval in March.

These fields would be added under the Type 1 specified skilled worker visa, which allows foreign nationals to work in Japan for up to five years. The Type 2 visa, for highly skilled workers, was recently expanded from two to 11 fields.

The road transportation sector would include bus, taxi, and truck drivers, aiming to alleviate the “2024 logistics problem” caused by new regulations limiting truck driver work hours. The railway sector would allow foreign nationals to work as train drivers and conductors. In forestry, workers could be involved in afforestation, and in timber, they could work in processing jobs.

The government will discuss worker requirements and other details with the ruling parties. However, the addition of road transportation may face challenges due to concerns about foreign drivers understanding Japan's road conditions and traffic rules.
