On June 5, Quebec suspended the PEQ worker stream until November 30, 2025. As a result, foreign nationals who have not yet applied through the PEQ must consider alternative pathways to Canadian permanent residency (PR).

For those still wishing to settle in Quebec, the Skilled Worker Selection Program (PSTQ) remains an option. This program offers four distinct streams, each with different requirements based on job category, work experience, French language proficiency, education, and other specific criteria. For example, highly skilled workers must demonstrate recent job experience, certain French language levels, and a qualifying diploma, while those in regulated professions must also obtain authorization to work in Quebec. All candidates must sign a declaration agreeing to Quebec’s core values.

Alternatively, foreign nationals open to settling outside Quebec can explore other immigration pathways, including various Provincial Nominee Programs (PNPs) and federal immigration streams. These programs assess candidates based on factors such as work experience, education, and language ability, providing viable routes to PR for skilled workers and international graduates.
