Since its founding in 1776, the United States has alternated between periods of openness to immigrants and refugees and periods of exclusion and xenophobia. While early immigration policies favored white Europeans and coincided with the forced displacement of Indigenous peoples and the enslavement of Africans, later laws imposed strict restrictions such as the Chinese Exclusion Act and national-origin quotas. Major reforms, including the Immigration and Nationality Act of 1965 and the Refugee Act of 1980, eliminated discriminatory quotas and established a modern immigration and refugee protection system.

For more than 120 years, HIAS has supported refugees and immigrants, beginning with Jewish refugees and later assisting people fleeing conflicts and persecution around the world. The organization argues that recent U.S. policies—including tighter border enforcement, reduced refugee admissions, and restrictions on asylum—have reversed decades of progress. As the United States marks its 250th anniversary, HIAS calls for renewed commitment to welcoming refugees and protecting the rights of immigrants and displaced people.
