Japan is considering adding airport ground handling to the Employment for Skill Development program starting in April 2027. About 300 aviation workers would be shifted from the Specified Skilled Worker program, keeping the combined foreign-worker intake unchanged at roughly 1.23 million. The government is also considering adjustments in manufacturing, construction and fisheries.

Meanwhile, new Certificates of Eligibility for Specified Skilled Workers in food service remain suspended because the sector approached its 50,000-worker cap. About 8,500 applications filed before the April 13 suspension are still under review, with certificates issued as vacancies become available.
