Vatican migration chief: Expand legal pathways to combat illegal immigration

Baggio explained that global migration has increased due to globalization, conflicts, and climate-related displacement, while public reactions have often become more negative. He noted that although there are about 280 million migrants worldwide, most live legally and are integrated into society, yet public perception is often shaped by a small number of irregular migrants or criminals. He also argued that terms such as “illegal” can contribute to fear and discrimination.

He stressed that the Church does not support illegal immigration, but believes irregular migration can be reduced by expanding legal migration channels. While recognizing states’ rights to control their borders, he emphasized the importance of protecting refugees, respecting fundamental rights, and promoting family reunification. Migrants in irregular situations, he said, should not be discriminated against and should be guided toward regular status.

Baggio rejected claims that the Church engages in migration issues for financial gain, noting that much of its work is supported by charity and volunteers rather than government funding. He also said that future migration challenges will be shaped by technological change, inequality, and global conditions, and that migration policies should remain focused on human dignity and international cooperation.
