Migrants in irregular situations, he said, should not be discriminated against and should be guided toward regular status.

Baggio rejected claims that the Church engages in migration issues for financial gain, noting that much of its work is supported by charity and volunteers rather than government funding. He also said that future migration challenges will be shaped by technological change, inequality, and global conditions, and that migration policies should remain focused on human dignity and international cooperation.
